If you are looking at purchasing a new Rev 1.5, which would be the B-Series or the SLE series kites, you can buy it as just the kite or as a package... check this link: http://www.awindofch...evolution_kites and click on one of the kites to see how its priced.
The package is a great value in my opinion, as it usually includes more than one frame, handles, bag, and a line set, and if you don't already own a Rev, you will need these things to get going anyways. The "kite only" option includes the kite and a bag only.

As for what comes with the kite - you have to ask the seller. Then you can compare it to other offers. The handles and line set are a significant cost. As SkyPuppet says, 'packages' can be a very good deal.

We sell our Rev's in two options. As a complete package (complete meaning you can purchase it and then fly it - with lines), or as a kite only package for those that have already purchased a complete package and only need another kite. All of our complete packages come as packaged from Revolution including official Revolution Line sets and accessories.
The only exception to this would be the B-Series kite as those do not come from Revolution with linesets already included. For those, you can choose to purchase official Revolution LPG lines or our Shanti 100% Spectra warp speed line.
Be careful when selecting a shop to purchase from. Make sure they are an official Rev dealer with a good reputation with the ability to stand behind the product with good customer support. And if it doesn't clearly state the exact brand and type of lines they offer on the website, I would definitely contact them first and double check what they will be sending you before you give them your hard earned money and end up with an inferior product. The difference between a crap set of lines and professional quality 100% Spectra lines can be huge in both price and quality. Don't get ripped off by some fly-by-night shop trying to maximize their profits by supplying junk lines and "claiming" they are LPG/Shanti or "just as good".

Be sure to watch out that you do not purchase a knock-off, usually from China. They aren't worth the cheap price you might pay for them. Always choose an Original Revolution from reputable Revolution kite dealer.
