I found this info on the Revolution main website:

They actually list the specs using a Race frame! 10-16 mph for the Race frame, 3 wrap frame handles the 14-30 mph range.

I flew my xtra vent (for the first time) with standard race rods in 21 - 25+ mph winds and it handled beautifully, definately like the race rods in this kite.
I have yet to try it with the green rods to do a comparison but at the time I was enjoying flying too much to bother swapping ......
